Supervisory Natural Resource Specialist

Provide direct guidance and leadership to NRS staff. Serves as consultant, coach and supporter with employees in collectively solving problems and carrying out the organizations goals and mandates on Administration, Personnel Management and budget. The incumbent independently performs recurring, well-precedence projects/assignements using standard methods and techniques. Reviews Notices of Staking and Applications for Permit to Drill for compliance with various regulations orders and instruction memoranda. Reviews stipulations on existing lease for applicability to proposed activities. Incumbent schedules, conducts and coordinates on-sites for well sites, pipelines, roads, facilities, with the operator, surface owner, surface management agencies and others as needed. Modify proposals and add appropriate conditions of approvals as needed to protect resources. Incumbent compiles the necessary biological reports to complete the NEPA for fluid minerals and development. The incumbent will prepare environmental documents for a wide variety of complex NRS workloads. Incumbent will coordinate with various resource specialists in developing mitigation and Conditions of Approval. (COA) The incumbent will conduct on-site compliance examinations on construction, production, and reclamation activities such as:
well pads, access roads, production facilities, geophysical operations, pipelines, water disposal facilities, abandoned well sites and undesirable events to ensure compliance with environmental plans and stipulations and Conditions of Approval. Detects violations during these inspections and takes appropriate enforcement action. May include work stoppage, plan revision, or development of conditions of approval. The incumbent functions as the Senior Natural Resource Specialist contact in all interactions with the public regarding fluid mineral matters on public lands. This includes responding to inquiries regarding laws, regulations and agency policies, and procedural guidelines for administering the program. Provides information and answers to complex program questions concerning the fluid minerals, and provides expert advice to the public concerning application procedures. Physical Demands:
The work varies from principally sedentary in completing office phases of the duties assigned to performing field work. May be required to walk or drive a four-wheel drive vehicle or all-terrain vehicle (ATV) into remote or otherwise inaccessible areas. Average agility and dexterity is required by the position.Work Environment:
Work is in three principle settings:
a) office, b) travel to isolated locations, and c) inspection sites where protective clothing and safety precautions are required, subject to work around heavy construction equipment and dust. Office work will often involve abnormal stress situations involving completion of priority work pursuant to the requirement to meet short deadlines or to deal with multi-tasking or complex resource issues. Field work may include walking and driving motor vehicles over rough terrain in all kinds of weather ranging from below freezing to over l00 F. There will be travel and time spent away from the Field Office to attend training and/or coordination meetings. Specialized Experience Requirements:

Member of an interdisciplinary team, reviewing plans developed by other natural resources specialist to develop reports and summarize data to prepare analysis and consultation and managing multiple natural resources projects.
