Financial Management Specialist, ZA-0501-2/3 (DE/CR)

As a Financial Management Specialist, you will perform the following duties:
Supports Laboratory operations by providing financial analysis and administration; including reviewing obligations related to leasing (e.g., utilities, work orders, equipment, and vehicles). Assist in the Intra-governmental Payment and Collection (IPAC) process, Undelivered Obligations, invoice resolution and all other forms of payment reconciliation and approval for the Laboratory. Utilize automated systems to extract financial data from various databases to perform fiscal, financial management, accounting or budgetary assignments. Analyze financial data and program information in support of mission objectives and report financial information to various Stakeholders. Review current and planned operations to ensure sufficient funding to meet program needs; and interpret reports and other resource management data and communicate information to external and internal contacts. Prepare required documents to enter into reimbursable agreements; and track incoming funds, expiration of funds, and expenditure of funds and period of performance agreements. Work with Laboratories and Cooperative Institute (CI) (grants) proposals regarding budget planning and award processing, obtaining clearances, and providing advice. NOTE:
These duties are described at the full performance level of the ZP-3; the ZP-2 is developmental leading to such performance. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-2 or GS-09 level:

Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-07 in the Federal service. Specialized experience MUST include all of the following:
Assisting in performing budgetary planning, processing and analysis; and Researching and reconciling discrepancies in financial data. - OR - SUBSTITUTION OF EDUCATION:
A Master's or equivalent graduate degree, or two years of graduate education leading to such a degree in a related field or LLB. or J.D., if related. - OR - COMBINATION OF EDUCATION AND
Experience:
A combination of related graduate level education and specialized experience. Note:
Only graduate education in excess of one year is qualifying for combination. To qualify at the ZA-3 or GS-11 level:
SPECIALIZED
Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Developing financial reports, such as status of funds, expenses and budget obligations; Reviewing current and planned programs and/or operations to ensure funding and take actions to achieve goals and objectives; and Extracting and analyzing budget and/or financial data utilizing automated financial management information systems to provide resolutions. - OR - SUBSTITUTION OF EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related - OR - COMBINATION OF EDUCATION AND
Experience:
A combination of education and experience as described above. Note:
Only graduate education in excess of two full years is qualifying for combination of education and experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
